Qualistar Early Learning uses a rigorous process to evaluate the quality of licensed early learning programs. Qualistar measures five quality indicators: learning activities and the learning environment, training and education of staff, adult-to-child ratios, partnership with families, and accreditation. Based on scores in these areas, programs can earn from zero to four stars.
